Harrisburg contractor assessed more than $20 million in restitution

HARRISBURG -- A federal judge has ordered a Harrisburg-based businessman to pay more than $20 million in restitution after he pleaded guilty to misappropriation of funds and money laundering.

David R. Dobb II, owner of Cameron Real Estate, pleaded guilty in November 2011. He was indicted by two separate federal grand juries in June 2010 and January 2011, both involving fraudulent real estate and business deals associated with the Capital View Commerce Center. 
In a 37-page opinion filed on Oct. 15, federal judge Sylvia Rambo awarded $20,943,635 in restitution as follows:

Rambo concluded that Dodd was responsible for the project's demise and the loss to the contractors. Dodd used a business known as Industrial Design and Construction as part of the Capital View Commerce Center project to purchase pre-cast concrete forms for use in the construction of the building. 

Dodd concealed his own personal interest in IDC in violation of federal conflict of interest requirements and, through that concealment, wrongfully obtained more than $1 million of funds from HUD (Housing and Urban Development) through programs administered by the City of Harrisburg and Dauphin County.

These funds were placed into a brokerage account at Dodd's direction to conceal the existence and ownership of the misappropriated funds.
