Police say a shooting that left a 21-year-old man dead was gang related.

Jordan Breeland of York was shot to death Tuesday night. It's believed he and another male were shot near Gay Avenue.  An SUV with bullet holes the two were in ended up on Jefferson Avenue.  Devon Brown was shot in the hand, but Breeland could not be saved. He was pronounced dead shortly after 10:30PM.

Breeland was shot once before. In 2011, he was shot in the stomach at the York Fair during Student Day. He survived that shooting, but police say that was also a gang affiliated shooting.

Records show Breeland has an extensive criminal background. There are at least nine docket sheets listed for him in a criminal database.  He served time in York County Prison for drug charges.

York City Police believe Breeland was involved in an ongoing dispute between the Parkway and Southside gangs in York.

"That's what is important to get out there," says Lt. Tim Utley with York City Police.   "This was not a random shooting. These people know each other and we have no reason to believe this was random."

Police say they are in the early stages of interviewing witnesses.  They do not yet have a suspect description or name to release.
