Teen shooter in Lancaster turns himself in, police have questions

Update: According to court paperwork, Ortiz was arraigned at 7:00 Friday night.  He was unable to post bail and is waiting his preliminary

LANCASTER -- The teen accused of shooting a 15-year-old girl in the head is sitting inside the Lancaster City Police station, waiting for his arraignment.

CBS 21 News has been following this story since it broke Wednesday night.

Friday night, a family member who lives next-door to the teen girl who was shot is relieved to hear that the accused shooter is in police custody.

"I'm glad he turned himself in and I hope they get to the bottom of it. The people next door are family members so it's very concerning. They're cousins of mine," Maritza Torres said.

Lancaster City Police had been looking for 16-year-old Manuel "Chucky" Ortiz Jr. since Wednesday night.

That's when he fought with the girl inside her East Fulton Street home and allegedly shot her in the head. He then took off. She was taken to Penn State Hershey Medical Center where she is now recovering.

"It was scary," Torres said.

Torres said even though Ortiz and the girl were involved, she really didn't know him.

"Very little, I've seen him around and seen him with the family, but that's about it," Torres said.

Police say when Ortiz took off, he left a gun and more than 50 bags of heroin inside a jacket.

He turned himself in around 4 p.m. Friday.

A police source tells CBS 21 News that detectives have a lot of questions they want to ask Ortiz, so he may be arraigned some time Saturday morning when the on-call judge comes into the station.Teen shooter in Lancaster turns himself in, police have questions
